It all started when I performed a Windows XP repair installation, on a developer machine, at work.
Although the SQL Server Browser service was working fine, the SQL Server service could not be started.
I have been getting the error 3417 (SQL Server service terminated with service-specific error 3417…).
There was also a reference to the mastlog.ldf file, which is the Master’s database log file.
The database files usually reside on a folder like “C:\Program Files\Microsoft SQL Server\MSSQL.1\MSSQL\Data”. Therefore I checked that the master.mdf and mastlog.ldf were present.
I did a quick search on Google, and not surprisingly, other people had the same problem.
One of the suggested solutions did work, and it was easier than expected.
All I had to do, was to add on the “Data” folder (mentioned above) security/permission settings, the “NETWORK SERVICE” account.

Found more in the log in the folder mentioned above. Appears to be corruption in the Master database. MDF / LDF.
In my case the SQL server service would not start.
I copied in the master database from another machine. (The log suggested restoring from a backup). We are running SQL Express on a number of client machines.
After – I was able to refresh our database and it was good to go.

Unfortunately the fix mdf is not free. It will only scan but to actually repair you have to pay

I could not find any folders under “Data” folder. It only contains all .mdf & .ldf of all my databases.
Could not get this point :

The same problem…but no solution worked for me.
In my case,
1)The data files are not compressed.
2)Executed the SqlDlg.exe,but not worked.
3)Given the Full Control to the Network Service,but not worked..

It worked for me after decompressing the files in the “C:\Program Files\Microsoft SQL Server\MSSQL.1\MSSQL\Data”.
I just followed these steps, selected all files in that folder and then right click to choose “Properties”. In that clicked “Advanced” button in attributes section..
In the dialog box appearing unchecked “Compress contents to save disk space” and applied it..
Then the SQL server started successfully..

To enable security option in folder properties window open windows explorer. Tools>Folder Option>View.. From the list uncheck the last checkbox (use simple file sharing).

the reason is either the data file directory permissions were screwed up or you enabled compression on the folder, the tempdb dont like compression, neither does sql for that matter.

Right click on data folder, properties, security, add, advanced, find now, select network service from the list, ok, ok, select network service, click check box full control, ok, and try either starting the service or rebooting your pc….

Well decopressing is the issue. The steps I have followed for resolving error code 3417 that will not allow SQL Server to allow starting from service manager are:
1)Go to the following path:”C:\Program Files\Microsoft SQL Server\MSSQL.1\MSSQL\Data”
2)Give the Data folder security/permission settings, the “NETWORK SERVICE”
3)Then open the location :”C:\Program Files\Microsoft SQL Server\MSSQL.1\MSSQL\Data” => Select all files=>Right Click==>Properties=>Advanced Button==>Uncheck the option for “Compress contents to save disk space”==>Click Ok==>Click Apply==>Click OK
4)Now start SQL server from service manager(services.msc) and it should work as expected
this was perfect and helped me get a clean backup of my database
